Кто может сказать что нового в этой версии форума? Установил а новшеств не увидел, или только
дырки по закрывали?

НОВОГО НИЧЕГО. Ветка 3.8.х - изначально заточена под соц. группы и новшества введеные в 3.8.0 (по сравнении с 3.6.0 и 3.7.0) остаются не будут вводиться в каждую версию....

Они, как правило, собирают целый месяц баги и потом их фиксят и выпускают новую версию...
